2 规划的目标、依据和原则
规划的目标
规划的目标在于将东北片区核心区建设成为环境优美、经济繁荣的生态化城区；重点发展商贸、房地产、文化、金融和信息咨询等第三产业，使之成为宿松县城新的商贸和文化中心区、生态人居典范区；与老城区共同构造未来宿松县城的城市中心区, 带动城市整体提升与进步。

规划的原则
〔1〕整体效益最优原则：注重技术上的可行性和社会、经济、环境效益的统一，从整体上研究人口发展规模、用地布局、道路交通网络及公共设施配套等问题，尽可能使几方面相结合，到达整体最优。
〔2〕可持续发展原则：立足于城市的可持续发展，在合理利用城市土地的同时，注意保护环境、节省能源、生态平衡。在保证社会、经济发展的同时，以提高生活环境质量水平为目标，适当控制人口增长和土地开发强度，合理设定各项用地的性质和比例，完善公共服务设施和市政公用设施配套。
〔3〕以人为本的原则：规划应当满足市民日益增长的物质、文化和环境需要，创造有利于人口全面发展和健康成长的基础和条件。在考虑人口密度、建筑密度、住宅布局、交通网络等规划问题时，以市民的居住和出行要求放在首位，尽可能地提高核心区的可居住性和方便舒适程度，使整个地区成为安居乐业和购物、休闲的最正确场所。
〔4〕弹性发展原则：城市规划是针对未来的发展计划，而城市建设具有一定的时序性；因此，规划应当适应社会、经济发展的需要。随着宿松县城的规模发展势必出现城市公共服务功能和生活空间的延展；因此，核心区的发展结
