It is the important support of the establishment of the Shandong Peninsula blue economic zone. The ways to reach the sustainable development of the west coast of Qingdao New District have aroused a wide-ranging discussion. This paper presents 3 approaches. Improving the investment environment, attracting funds. Finding the way to protect the environment, building new district of ecological environment. Changing government functions, reforming and innovating the system. Depending on the existing problems in the rural area of this district, proposed several measures from economic 、 society and resource. In the end, discussing Sustainable development strategy for partial functional zones in this district.
