提取皂河乾隆行宫的建筑元素作为LOGO的主体，凸显“皇家”的文化主题，并穿插水波的元素，以代表水镇被“骆马湖”、“运河”、“古黄河”三层水体所环绕的空间形态和载体，进一步表达“皂河?皇家水镇”的旅游规划主题形象。
(三) 旅游发展目标
通过挖掘皂河地域文化，提升皂河古镇品牌形象，依托旅游大项目策划及招商，推动城镇旧区改造与新区建设，打造一座既延续传统又创造历史的“皇家水镇”。将皂河古镇旅游规划景区打造成为集观光游览、文化体验、度假休闲、游憩娱乐等多种旅游形式于一体的国内外知名文化旅游目的地和“5A”级景区，成为宿迁市乃至江苏省旅游的新亮点，推动旅游业成为皂河社会经济发展的重要支撑。

由“乾隆行宫”这一皇家文化的本体，追溯骆马湖畔的神奇“龙脉”，通过水系及文化概念的演绎，以“飞龙”为发展的脉络，以龙首——乾隆行宫寻找地块的内在联系与特殊价值，由此塑造景观设计与空间的新格局，空间发展构想中提出:
