It is an important part of new socialist countryside building, meanwhile it is an important part of environmental protection. It is an important measure to improve regional environmental quality. Rural environmental protection is related to the vital interests of the majority of farmers, to the national welfare, and to th e country's sustainable development. Within the focus on watershed, regional polluti on prevention and ecological protection deepening, the rural ecological environm ent has e increasingly important. Behavior of farmers is closel y related to the environmental protection. With the rapid development of China's economy, people's lives have been improving, but meanwhile the relationship between human and nature has e increasingly tense. The current rural situation is ve ry grim, Ecological environmen t is deteriorating , pollution is serious. These have threatened to th e rural people’s life. A number of rural environmental problems have influenced heal th and property of farmers, have been restricting the sustainable de velopment of rural economy. Comparing with the urban industrial pollu tion, the countryside pollution is mostly the surface source pollution. The environmen tal protection foundation is primarily weak, the farmer environmental consciousne ss is faint. Until now, the coordinating mechanism has not been establishe d. It is not difficul t to find that this is a result of the general farmer's economic activities, econom ic development patte rn not fit to the scientific development, in addition to enlarging environment pressure of the agricultural production's resources. Meanwh ile, the frequency of violent weather disaster sped up, intensity of it aggravating and so on are also some important factors. The contents of this paper
