文档介绍：摘要城市水源对于城市的发展至关重要,以水促发展,水源的安全性决定着城市的饮水安全和经济发展。长期以来,我国在水源保护方面都投入了大量的人力、物力和财力,但是在水源地生态补偿方面实践仍远远落后于理论研究。黑河水库是西安市重要的饮水水源,黑河水库在过去几年里为西安市的发展做出了不可磨灭的贡献。但是关于黑河水库水源地的生态补偿问题,目前的研究很少。本文采用了统计分析、模型计算等方式,尝试构建了黑河水库水源地的生态补偿机制。最后提出了一些思路和建议,为解决和完善好水源地生态环境保护问题提供一些科学的参考依据。本文以受水区的补偿意愿和输水区的利益损耗为基础,在构建了黑河水库水源地生态补偿量的核算体系之后,通过计算和分析,得出来以下结论: (1)通过对黑河水库水源地基本情况分析,以及与周边区县的比较,得出黑河水库水源地的社会经济发展一定程度上受到了水库建设的影响,在黑河水库水源地构建生态补偿机制是很迫切的。(2)经计算得到,黑河水库水源地居民机会成本的丧失约为3999万元/年, 在生态环境恢复的投入成本约170万元/年,二者共计4169万元/年:而受水区居民的补偿意愿额度计算得约4227万元/年,二者基本接近。(3)计算结果显示,受水区的补偿意愿略高于水源地居民的补偿需求额度, 且受水区居民的补偿意愿平均值较低,每人每年为33元,并不会影响到居民日常的生活。因此,作者认为结果是可行的,可以作为决策者制定相关政策的定量数据参考。(4)通过建立完善的生态补偿政策法规,健全水源地生态补偿机制的管理机制,加强监督和宣传教育,共同构建科学合理的生态补偿机制,有助于改善水源地生态环境状况,改善水源地居民的生活生产现状,实现水源地生态与经济的和谐发展。关键词:生态补偿黑河水库补偿意愿机会成本 Abstract The water resource isveryimportant forthedevelopment of safety of water resource area absolutely determined the water security and economic development ofthe along time past,We dropped too much manpower, material and funds pensation,practices didlessthan theory study.
