第十三条 公开招聘行政执法类公务员的组织方式、权限、程序等按照本市行政机关聘任制公务员管理有关规定执行。

第十四条 行政执法类公务员的职务任免，按照管理权限，依照法定的条件和程序进行。
第十五条 行政执法类公务员任职，必须在规定的编制限额和职数内进行，并有相应的职位空缺。
第十六条 行政执法类公务员任职，应当具备拟任职务要求的任职条件，并符合交流和回避等有关规定。
第十七条 行政执法类公务员实行一人一职，不得兼任。
第十八条 行政执法类公务员具有下列情形之一的，应予任职：
(一)新招聘的行政执法类公务员试用期满经考核合格的；
(二)军队转业干部安置为行政执法类公务员的；
(三)转任、挂职锻炼的；
(四)晋升或降低职级的；
(五)免职后需要新任职务的；
(六)其它原因需要任职的。
第十九条 行政执法类公务员任职时，应按规定确定其职级和薪级。
新招聘的行政执法类公务员试用期满考核合格后，按应聘职位明确的职级和入职薪级任职定级。
军队转业干部安置为行政执法类公务员的，按军队转业干部安置政策有关规定确定职级和入职薪级。
