（二）基本原则。
--协调发展，互惠共赢。正确处理环境保护与经济发展和社会进步的关系，在发展中落实保护，在保护中促进发展，坚持节约发展、安全发展、清洁发展，实现可持续的科学发展。

--强化法治，综合治理。坚持依法行政，严格环境执法；坚持环境保护与发展综合决策，科学规划，突出预防为主的方针，从源头防治污染和生态破坏，综合运用法律、经济、技术和必要的行政手段解决环境问题。
--不欠新账，多还旧账。严格控制污染物排放总量；所有新建、扩建和改建项目必须符合环保要求，做到增产不增污，努力实现增产减污；积极解决历史遗留的环境问题。
--依靠科技，创新机制。大力发展环境科学技术，以技术创新促进环境问题的解决；建立政府、企业、社会多元化投入机制和部分污染治理设施市场化运营机制，完善环保制度，建立统一、协调、高效的环境监管体制。
--分类指导，突出重点。因地制宜，分区规划，统筹城乡发展，分阶段解决制约经济发展和群众反应强烈的环境问题，改善重点流域、区域、城市的环境质量。
