前 言
水是人类生存和发展不可缺少的重要自然资源。随着我省社会和国民经济的迅速发展、人口的增长、人民生活水平的提高、城市化进程的加快，水资源短缺和日益严重的水污染已成为经济社会发展的制约因素。开展水功能区、水环境功能区划分是全面贯彻《中华人民共和国水法》和《中华人民共和国水污染防治法》，加强水资源保护和水污染防治的一项十分重要和紧迫的工作，是促进水资源合理开发利用和有效保护的基础；也是我省实施可持续发展战略，加快生态省建设，保障人口、资源、环境与经济社会协调发展的重要依据。
省环境保护局根据《中华人民共和国水污染防治法》于1996年编制了《浙江省地面水环境保护功能区划方案》，并经省政府浙政办发[1996]91号文批准实施。该方案的实施，为我省水环境管理提供了科学依据，促进了我省水污染防治工作的开展。由于该方案实施已近10年，我省江河湖库的环境功能有了较大变化，需对原方案进行调整。
省水利厅根据《中华人民共和国水法》和水利部关于在全国开展水资源保护规划和水功能区划的统一部署，于2002年编制完成了《浙江省水功能区划》，并两次征求水利部太湖流域管理局及省级有关部门的意见。
为做好《浙江省水功能区划》与《浙江省地面水环境保护功能区划方案》的衔接，提高可操作性，省水利厅、省环境保护局于2003年联合组织工作班子，在《浙江省水功能区划》和《浙江省地面水环境保护功能区划分方案》的基础上，在市、县水利、环保部门的密切配合下，共同编制了《浙江省水功能区、水环境功能区划分方案(征求意见稿)》。
