各级国家机关应当将信访工作绩效纳入公务员考核体系，对在信访工作中做出优异成绩的单位和个人给予表彰、奖励。
第五条 信访工作应当遵循以下原则：
〔一〕尊重人民群众意见，方便信访人提出信访事项，改良国家机关工作；
〔二〕依照法律、法规和政策办事，实事求是处理信访问题；
