    二是积极慎重地抓好组织发展，不断增加新鲜血液。农村党员年龄偏大，后备力量不足是个普遍性问题。高桥村党支部为了改变党员结构不合理的问题，近年来把组织发展工作列入重要议事日程，严格按照“十六字”方针，积极发展新党员。三年来，共发展经济工作一线的中青年党员12名，并对6名入党积极分子进行了培训。现在全村61名党员的平均年龄为49岁，初中以上文化程度的党员达80％，党员队伍结构得到明显改善。在做好组织发展工作的同时，重视对年轻党员的锻炼，近三年接收的12名党员和6名入党积极分子全部在生产和经济发展一线，29名中青年党员都在村办企业的重要岗位工作，党组织的战斗力进一步得到增强。
