4、专销结合的管理制度脱节。从03年开始，国家局将零售户的户籍化管理提升到诚信等级管理, 有效地改善了专卖和营销的关系，实现了真正意义上的专销结合。但是在实际工作中，专卖人员对卷烟营销情况又了解多少呢？对线路上的销量计划制定与实际完成情况研究不透、不深，不能较好地开展事前有准备的管理和服务。另外专销结合的机制不够完善，没有利用现有现代化的信息手段实现业务和专卖信息的共享难于实现专卖与营销的有机结合。

专卖部门与相关职能部门缺乏长期有效的合作机制。在日常工作中对市场的管理，有很多方面不能单靠专卖部门进行管理，特别是无证户的存在问题，对于没有合法的“烟草专卖许可证”的零售户管理一向是市场管理的难题，因为相关的无证经营必须由工商部门进行处理，但我局专卖缺乏与工商部门等职能部门的联系，没有长效的机制。使得无证户及无证等相关问题不能得到很好的解决。
二、专卖队伍建设存在的突出问题
针对专卖队伍建设存在的现状，国家局通过“素质年”活动的开展以及行政许可法的颁布实施，以及省局开展的“三查三看”的活动，我们在内部用工制度的改革和实行竞争上岗等制定措施，有效地提高了专卖队伍的整体素质，在自身工作中寻找不足，寻找提升的方法。
