对客〔货〕运企业实行经营资质等级、安全条件评定制度和质量信誉考核制度。根据客〔货〕运企业的资质等级和安全条件，审定其经营的客〔货〕运线路种类；根据对客〔货〕运企业质量信誉考核结果，确认或调整该企业的经营资质等级及所经营的客〔货〕运线路种类。
第十条 道路运政管理机构应严格执行车辆技术等级评定制度，加强营运车辆定期维护和综合性能检测，落实营运车辆二级维护竣工检验制度，强化二级维护监督管理，确保车辆技术状况良好，安全性能符合标准。
第十一条 道路运政管理机构应严格实行营运驾驶员从业资格制度，加强对营运驾驶员进行职业道德、安全意识教育和运输法规、业务等知识的培训、考核，确保营运驾驶员素质能够适应职业要求。
第十二条 监督运输企业加强内部管理，建立健全严格的安全操作规程、岗位责任制、运输车辆定期检测和维护制度、从业人员岗前培训和在岗人员定期培训制度、危险货物凭证运输制度等各项安全管理制度，监督检查运输企业、从业人员履行安全的管理职责。
第十三条 催促汽车客运站建立健全各项安全管理制度，严格履行安全管理职责，严禁旅客携带易燃、易爆等危险品进站、上车，防止超员车辆出站。
