文档介绍：I摘要城镇化是人类文明的发展方向,新区开发是城市城镇化拓展的前沿与主阵地,新区开发是21世纪国内大城市空间高速发展的一项主导战略,而土地则是新区开发经济、社会、环境运行的重要基础。新区土地的利用与管理能否健康可持续,决定着整个城市的战略性发展的品质。五象新区作为南宁市重点发展的区域,已成为广西实施《广西北部湾经济区发展规划》这一国家战略的一部分。蓬勃发展的新区建设迫切需要有效的土地可持续利用与管理措施,此时从经济社会长远发展、生态和资源保护角度,研究五象新区的土地可持续利用与管理,对加强土地可持续利用与管理、统筹安排城市各项建设、奋力提高南宁市城市首位度具有积极的现实意义。研究通过收集资料,选取容积率、建筑密度等两项综合规划控制指标定量评价五象新区规划土地利用程度;基于遥感航拍和GIS空间分析技术,以2010-2012年五象新区航拍图片及五象新区其他用地选址资料,进行新区现状用地结构评价、分析新区建设进程中土地利用演变趋势。同时利用新区规划、新区工业产业等社会、经济资料,探讨政府、企业、民众在新区土地可持续利用中的驱动力(政府调控力、企业推动力、民众制约力)机制,分析了新区土地可持续利用方面存在问题和原因,从时间空间尺度、生态环境管制、产业引入促进经济可持续性、解决农民安置问题达到社会可接受性等方面提出城市新区土地可持续利用与管理对策,为优化新区土地资源利用管理提供参考。研究表明,%,后期开发土地利用还有很大的开发和提升的空间;,规划城市用地结构及布局较合理,表征城市土地利用效率的建筑容积率、建筑密度两项指标控制较好;、集约方向发展;,还需要发挥市场经济和社会引导的积极作用。关键词:土地可持续利用;城市新区;五象新区;南宁市IIAbstractUrbanization shows a direction of human civilization, new development zone as a first step of rapid urbanization.
