3、保障措施

当班员工、当班负责人、企业负责人和单位应配备必要的通讯设备，并确保通讯设备完好和联络通畅。当联络电话号码发生变更时，应互相通报。公示报警电话和应报告部门名称。
（2）器材保障
配备必要人员救治、防毒、堵漏、灭火等事故用品和器材。
（3）知识保障
接受和自行经常性地进行燃气使用安全培训教育，提高安全意识。定期进行事故应急演练，提高人员救治和事故处置能力。
4、应急实施方案:
1）、现场一旦发生泄漏时，立即报告，同时进行紧急工艺处理，消除泄漏。
2）、如果泄漏情况比较严重，当班人员应立即报告公司应急救援指挥部、同时启动应急预案，车间应急小组参与各部门组成的救援指挥小组的工作。
3）、应立即隔离现场危险区域，切断一切火源，停止一切可能产生火花的作业。视情况迅速撤离危险区的人员至上风处。
4）、组织经验丰富的工艺人员和检修人员，正确配带好空气呼吸器或氧气呼吸器到现场切断泄漏源（在使用时一定注意呼吸器完好性）。
5）、如果现场有人中毒昏倒，要首先抬出来就医。
