生态旅游资源开发应坚持科学理念，秉承实质要求和原则，注重其原汁原味，在保持生态旅游资源本来面目的基础上对其加以规划、开发，使其尽善尽美，但实际情况并非如此。在开发过程中，某些开发商不了解当地生态系统的情况，不具备生态环境保护的相关知识，亦未参考专家对自然资源进行科学合理的布局规划意见，唯利是图，过度追求眼前利益，而忽视长远的效益，出现伐木过度，伐木不当，道路房屋修建不合理等现象，致使景区严重破坏，野生动物受到惊吓，资源消耗，水土流失，加剧了“三废”污染[3]。例如，张家界森林公园中的武陵源景区建设游道、宾馆、索道等旅游服务设施，其不但破坏了植被乃至森林资源，更不利于生物多样性的保护[4]。
（二）监管力度不到位，法律法规不完善
国家为保护人类赖以生存的生态环境，已经制定了相关法律法规，当地政府也制定了一些保护和惩罚政策，但由于监察力度不够，这些法律政策
