摘要:高校教育是国民经济的重要组成部分,进入二十一世纪后,中国的高等教育进入跨越式的发展阶段。高等教育将由“精英”阶段发展到“大众化”阶段,高等教育的飞速发展对高校基础设施提出了新的要求。在高校基础设施建设的资金不足时,BOT(建设-经营-转让)就成为一种较为适合的新的融资方式。
高校引进BOT模式有效的解决高校在基础设施建设中的困难,成为高等教育事业健康运行的有力保证。本文首先介绍了BOT的特点和运作方式,进一步对高校基础设施建设的范围和利用BOT融资的可行性和必要性进行分析,并结合高校的具体情况阐述高校基础设施建设利用BOT融资的具体流程,对高校BOT融资模式所存在的问题提出了解决对策。

Abstract:Higher education is an ponent of the national economy. After entering the 21st century, China’s higher es into the leapfrog stage of development. While the higher education develops from “the outstanding person” stage to “the popularity” stage, the rapid development of higher education puts forward new requirements to university infrastructure. BOT (Build-Operate-Transfer) es a more suitable new financing way for insufficient fund of university infrastructure.
The introduction of the BOT pattern into university would effectively solve the fund problem in infrastructural facilities, which es a powerful guarantee for the health development of higher education. This article firstly analyzed the features and operation of BOT, and further analyzed the scope of university infrastructure and the feasibility and necessity of using BOT financing in university infrastructure. Combined with the actual circumstances of universities, it described the specific process of BOT financing in infrastructure construction in universities and raised countermeasures to problems existing in the BOT application in universities.
