草了《湖南省检察机关执法质量考评办法（试行）》和《湖南省检察机关执法质量考评实施细则（试行）》。2003年5月下旬启动，开始在部分单位试点，2003年11月下旬在全省检察机关全面铺开，2004年对全省14个市省院和126个基层院考评得分情况进行排名。到目前，这项工作已有5个年头（到今年是第6个年头），《考评办法》和《实施细则》也经过反复多次修改、完善，基本涵盖并浓缩了几乎所有检察业务工作各个环节的评分标准。与此同时，我省以执法质量考评工作为中心的检务督察机构和队伍开始形成。按照《最高人民检察院关于进一步深化检察改革的三年实施意见》（2005年9月高检院颁布）中的关于“建立以纠正违法办案，保证案件质量为中心的检务督察制度”的要求，2006年省院制定了《湖南省检察机关检务督察工作若干规定（试行）》，设立了检务督察机构，建立完善了检务督察制度。从全省的检务督察情况看，由于省院、市州院、基层院机构设置不同，履行职能的部门不同，因此，表现出的形式也不同。但其督察的内容和方法主要是以省院制定的《考评办法》作为执法依据，对全省各级院的重点案件和一般案件实行定期或不定期抽查，结合上级党委人大最高人民检察院的要求开展专项督察、重点督察、跟踪督察，拥有案件的建议纠正权，对业务工作中的干警违法违纪行为的查处建议权等。
