文档介绍：- I - 摘要煤炭企业污染目前没有形成完整计量体系,没有将因环境污染产生的外部性损失计入生产费用,造成煤炭企业转嫁成本,以牺牲环境为代价获取私利,环境污染和生态破坏日益严重。正确计量煤炭企业环境污染并治理,无疑对于我国煤炭资源的可持续开发利用以及生态环境可持续发展具有重要意义。本文以外部性理论为基础,借鉴直接市场法、替代市场法等理论,运用实验评价和成果参照等理论,对煤炭企业的环境污染损失进行计量。在比较国内外对环境污染成本研究成果的基础上,分析了煤炭开采对环境的影响。明确环境污染与煤炭成本之间的界限,明确了煤炭企业环境污染的计量对象是该经济系统中与环境相关的输入、输出物对人类价值影响的货币值。在提出煤炭企业造成的环境污染计量应包括两部分,即环境污染损失部分和生态破坏损失部分的基础上,计量了单位煤炭产量生态损失破坏的直接损失、间接损失和恢复费用,进一步提出来基于PLC理论的煤炭企业环境污染治理对策研究。关键词:煤炭企业;环境污染;生命周期;治理; - II - Abstract Coal pollution is currently not formed plete measurement system, and not because of environmental pollution resulting from loss of externalities into account production costs, resulting in coal mine shift costs to obtain the self-interest expense of the environment, environmental pollution and ecological destruction is getting worse.
