三、工作措施
（一）各市食品药品监管局应按照《通知》和省局有关要求，严格落实属地监管责任，制定加强监管的工作方案，并将工作方案于3月20日前报送省局。
（二）各市食品药品监管局应在督促企业自查整改的基础上，积极开展中药饮片生产、经营企业专项监督检查和抽查工作，将其纳入2011年重点工作任务，并于6月30日和12月30日前分别向省局报送一次监管情况。要根据实际生产经营情况细化检查要点，对近期药材涨价幅度较大、基本药物招标采购价格明显低于成本的中标品种应纳入重点监督范围。
（三）各市食品药品监管局应督促企业对检查发现的问题立即予以整改，切实保证中药饮片质量。对检查发现的企业违法违规行为，必须依法严肃查处。
（四）省局将根据各地开展监督检查情况，适时组织督查并将督查情况予以通报。
四、有关要求
（一）各市食品药品监管局应充分认识加强中药饮片生产、经营企业监管工作的重要性，进一步加强领导，精心组织，落实责任，形成合力，切实加强对中药饮片生产经营行为的监管，确保群众用药安全有效。
（二）各市食品药品监管局要统筹安排监管力量，将中药饮片监管工作与中药生产专项检查、GMP/GSP跟踪检查、飞行检查等工作相结合，切实提高监管工作的有效
