摘要:当前,我国高等教育正处在从迅猛外延发展向注重内涵发展的转变时期。高校在不断扩大办学规模,提高办学层次的过程中,其预算管理体制和模式暴露出了一系列的问题,已经不能适应新形势的需要。加强高校预算管理既是市场经济发展的要求,又是提高教育经费使用效益的要求,也是高校增强办学实力以谋求更好发展的要求,因此这一问题是当前高校财务管理改革的重要课题。
本文在阐明加强高校预算管理的必要性的基础上,分析高校预算管理现状,总结当前高校预算管理中存在的问题,剖析其原因,并在借鉴发达国家高校预算管理经验的基础上,提出进一步加强高校预算管理的对策建议,旨在为加强和完善高校预算管理,构建合理的预算管理模式提供参考。

Abstract:At present, China is in from the rapid extension of higher education development to focus on content development and change period. Colleges in expanding the size of school, and improving education levels of the process, the budget management system and the model revealed a range of issues, can not adapt to the new situation, strengthening of budget management is the development of the market economy, but also to improve efficiency in the use of education funding requirements, but also enhance the educational strength of the university to seek better development of the requirements, so this problem is the current university financial management reform an important issue.
In this paper, to clarify the need for strengthening the university budget management, based on the status of Budget Management, and summarizes the current university budget management problems, analyze its causes, and in borrowing from the experience of budget management. Based on further strengthening Budget Management and suggestions is designed to strengthen and improve the university budget management, and make budget management model to construct a reasonable reference.
