(七) 保安负荷指用于保障用电场所人身与财产安全所需的电力负荷。一般认为，断电后会造成下列后果之一的，为保安负荷：
1．直接引发人身伤亡的；
2．使有毒、有害物溢出，造成环境大面积污染的；
3．将引起爆炸或火灾的；
4．将引起重大生产设备损坏的；
5．将引起较大范围社会秩序混乱或在政治上产生严重影响的。
管理职责
省公司营销部
1．负责组织各单位重要电力用户及其重要性等级的梳理和报批；
2．负责特级重要电力用户的报批；
3．依据国家有关规定，制订并颁发福建省电力有限公司的重要电力用户管理的规章制度。
4．督促检查基层单位依法开展重要电力用户管理工作。
5．对全省重要电力用户管理工作进行日常管理和协调。

6．组织全省重要电力用户用电安全检查和重大用电事故的调查。
省公司安监部
负责跟踪、督促、检查各部门、各单位重要电力用户因电网责任隐患的排查与治理工作。
省公司发展部
1．负责确定220kV及以上电压等级重要用户业扩工程接入系统（含受电系统）方案；负责审批110kV重要电力用户业扩工程接入系统（含受电系统）方案。
2．负责审查及批复各单位上报重要电力用户电网责任隐患涉及电源点建设的整改资金计划。
省公司运检部
1．负责落实重要电力用户电网侧供电设备的供电安全管理工作。
2．制定电网供电设备供电安全隐患排查治理相关标准、制度，督促落实因电网结构薄弱和电网供电设备缺陷形成的隐患治理等。
省公司调控中心
