二、研究思路
新社区的规划建设以促进人与自然和谐相处，提升农民生活品质为核心，围绕科学规划布局美、村容整洁环境美，创业增收生活美、乡风文明身心美的目标要求，形成有利于农村生态环境保护和可持续发展的农村产业结构、农民生产方式和农村消费模式，努力建设成宜居、宜业、宜游的美丽社区。
科学规划，保障有力
新社区规划要体现地域特色、传承历史文化、反映时代特征、引领科学发展。一是完善规划体系，坚持全域规划理念，把城乡作为一个有机的整体，统筹新社区布点、精品线路等区块布局，实现城乡一张图，建设一盘棋；二是以规划统领设计施工，按照“不规划不设计、不设计不施工”的理念，努力做到规划之间的无缝对接。
因地制宜，分类指导
一是分类推进整治。确立“重点建设中心社区，全面整治一般社区、科学保护特色社区、控制搬迁小型社区”的建设思路，确保社区保持田园风光、传承优秀文化、体现农村特色。二是保持地方特色。重视各地条件的差异性，不搞一刀切，不一味地大拆大建，更多地关注村庄的特色和个性，从而推动人与自然、村庄形态与生态环境的相得益彰。三是彰显乡村文化。把“修复优雅传统建筑、弘扬悠久传统文化、打造优美人居环境、营造悠闲生活方式”
