浙江民营经济的可持续发展
浙江的“民营经济”全国皆知，拥有全国最多的民营企业。我国的民营经济与改革开放同步，经过20多年的发展，从限制、取缔到社会主义公有制经济的补充作用再到社会主义市场经济的重要组成部分，民营经济逐渐成为我国国民经济增长的重要支撑力量，并且日益成为推动市场改革的主要动力。民营经济的快速发展，离不开国家的政策支持，国家为民营经济的发展提供并创造了较为宽松的外部经营环境。十六大明确提出了一切合法的劳动收入和合法的非劳动收入，都应该得到保护，这更加促进了民营经济的发展。2004年宪法修改将发展非公有制经济写入了宪法，国家的政策对其也由“引导、监督和管理”，变为“鼓励、支持和引导”并对其“依法实行监督和管理”，政策给民营经济的快速发展拓宽了空间。十六届三中全会提出“加快推行和完善垄断行业改革”、“深化行政审批制度的改革”、“放宽市场准入”、“享受同等待遇”等一系列政策和措施，使非公有制经济的快速发展有了新的重要政策依据。现阶段，民营经济基本上已成为我国各地方政府重点扶持和发展的对象。所以，浙江更应该发展民营经济。　
在浙江，对民营经济更流行的称呼是“百姓经济”，政府官员如是说，大小老板如 是说，普通民众更是对此津津乐道。最近，学者又为这
