of rural drinking water sources, protection of drinking water sources in rural areas by the end of 小型生猪屠宰点。其设置方案由乡镇人民政府提出，县级人民政府商务主管部门会同畜牧兽医、环境保护以及其他有关部门对设置方案审核后，编制本地区小型生猪屠宰点设置规划，报同级人民政府批准后实施，并报上一级人民政府备案。
第九条 新建生猪定点屠宰厂（场）和小型生猪屠宰点的选址，应当距离生活饮用水水源保护区和医院、学校等公共场所以及居民住宅区五百米以外，并不得妨碍或者影响所在地居民生活和公共场所的活动。
已建成的生猪定点屠宰厂（场）和小型生猪屠宰点不符合前款规定要求的，应当搬迁或者改造。
第十条 小型生猪屠宰点应当具备下列条件：
（一）有与屠宰规模相适应的充足水源，水质符合国家规定的生活饮用水卫生标准；
（二）有与屠宰规模相适应的屠宰设备；
（三）有依法取得健康证明的屠宰技术人员；

（四）有经考核合格的肉品品质检验人员；
（五）有相应的检验设备、消毒设施以及符合环境保护要求的污染防治设施；
（六）有相应的病害生猪以及生猪产品无害化处理设施；
（七）依法取得动物防疫条件合格证。
第十一条 设立小型生猪屠宰点，应当向县级人民政府提出申请，由县级人民政府组织商务、畜牧兽医、环境保护以及其他有关部门，根据本条例的规定进行审查。符合本条例规定条件的，县级人民政府予以批准。未经批准，不得开工建设。
小型生猪屠宰点建设竣工后，由县级人民政府组织商务、畜牧兽医、环境保护以及其他有关部门验收。验收合格的，颁发生猪定点屠宰证书和生猪定点屠宰标志牌。
县级人民政府应当将其确定的小型生猪屠宰点名单及时向社会公布，并报上一级人民政府备案。
第十二条 生猪定点屠宰实行一点一证一牌制度。
