江泽民同志在十五大报告中指出“集中财力振兴国家财政是保证经济社会各项事业发展的重要条件”。据我理解《报告》是把“集中财力振兴国家财政”作为经济体制改革和经济发展战略的有机组成部分，意义深远。而且在党的代表大会的文件中第一次明确了国家财政的地位和作用。也就是说集中财力振兴国家财政，才能更好地实现报告中提出的各项经济、政治、文化的基本目标和基本政策。因此财政理论工作者和实际工作者都应当深刻领会《报告》的精神实质。正确认识国家财政在社会主义市场经济下的地位和作用。
