5、落实政策，建立法制保障机制。坚持和完善农村的基本经济制度，构建适应新农村建设的体制和机制。稳定土地承包关系，健全农技推广、农产品市场和动植物病虫害防控体系，建立符合县情的农业支持维护体系，鼓励和引导农民发展各类专业合作经济组织，提高农业的组织化程度。全面推进农村改革，落实种粮直补、良种推广补贴、农机具购置补贴等惠农政策，使农民得到实实在在的切身利惠。
6、加强农业行政执法。加大农业执法力度，以完善制度、规范程序、科学管理、强化监督为重点，努力提高依法行政水平。在加强监督、规范市场、整顿秩序等方面有新的举措，特别要以种子市场监管和质量管理为重点，加大种子、农药、农膜、化肥等农资市场的管理和专项整治力度。积极配合财政部门搞好农村税费改革，完善减轻农民负担工作责任制，重点加强农村经营服务收费的监管工作，全面落实减轻农民负担“四项制度”，规范“一事一议”筹资筹劳制度，强化涉农收费监督管理，坚决查办增加农民负担的案件，确保农民利益不受侵害。积极推进化解乡村债务试点工作，
