“绿水青山就是金山银山”暨“清单”制度建设 心得体会
法无授权不可为，法定职责必须为。近年来，“清单”制度逐渐进入大家的视野。党的十八届四中全会提出：“推行政府权力清单制度，坚决消除权力设租寻租空间。”
一、“清单”制度建设与“绿水青山就是金山银山”
今年初****总书记在北京听取了我市莲都区委书记林健东的汇报后，特地问起：“丽水没有雾霾吧？”林健东回答，2014年，%。去年10月，丽水被《人民日报》推荐为全国16个“洗肺”城市之一，“秀山丽水、养生福地、长寿之乡”声名远扬。
然而，经济发展，始终避不开自然资源和环境容量的供求矛盾。落实“绿水青山就是金山银山”战略，非常重要的一个环节，就是把握绿色生态发展的潜在障碍，正视并妥善处理。宁波大学校长沈满洪指出，绿色发展的障碍主要来自于技术和制度两个方面。当技术条件一定的条件下，制度就是一个重要变量。
当前，我市举全市之力，落实“绿水青山就是金山银山”战略，打造丽水城市品牌，“制度”这个变量躲不开、绕不过。“清单”制度作为一项制度创新，就是破除绿色发展障碍的有效手段之一。
