2. 以渭河为中轴线。从构建西安国际化大都市的大视野来看，渭河将是未来西安的城中河和中心绿带。这一区域建设空间和发展潜力较大，但由于长期以来没有纳入两市开发建设的重点，目前发展相对滞后。通过设立新区，高起点规划建设，可以改变当前低水平、低层次的开发现状，将这一区域打造成西安国际化大都市的中心高地和亮点区。
3. 以西咸结合部为主体。西咸新区区位选择主要以西咸结合地带为主，重点包括沣渭新区、泾渭新区和渭河生态景观带三个区块。考虑到西安的泾渭工业园已交给西安经济技术开发区整体开发，不再纳入西咸新区范围。
