八有”：
（1）有牌子、章子和工会组建或换届报批手续；
（2）有健全的领导机构和人员；
（3）有办公场所，宣传和活动阵地；
（4）有岗位职责和规章制度；
（5）有工会法人资格证书，办理机构代码，开设工会
独立账户，按时足额拔缴经费；
（6）有年度的工作计划和工作总结；
（7）有开展工会工作和工会活动；
（8）有基本台账和工作活动资料档案。

2、软件建设
履行工会维护、建设、参与、教育四项职能
