本套《指南》将在我公司建设项目招标时，作为合同文件的组成专用条款，要求投标人在投标时考虑相关内容，中标单位在项目实施过程中予以执行。执行过程中，国家假设发布相关新的技术标准和标准，则按国家最新标准和标准执行。
本套《指南》在编审过程中得到了省交通运输厅领导的关心和指导，得到了兰州交通大学、省交通规划勘察设计院有限责任公司等相关高校、设计、监理和施工单位的大力支持。公司相关技术人员全程参与，反复修改。由于编审人员水平有限、时间仓促，本套《指南》和《手册》〔第一版〕尚存在很多不足，我们将在执行过程中跟踪收集整理修改意见，在第二版予以完善。

本《指南》是按照省交通运输厅党组的安排部署，依托我公司成县至武都高速公路建设项目岗位廉政风险防控工作实践的基础上，形成的开展工程建设领域突出问题专项治理和廉政风险防控工作的重要成果。我们将其纳入了本套《指南》。
本《指南》通过逐岗位分析辨识项目建设过程中每位技术管理人员岗位职责的关键环节、风险点和防控要点，提出了相应的防控措施，将项目建设中的廉政责任落实到岗到人，实现了工程项目廉政建设风险防控的标准化、程序化、标准化，构建了权责明晰的项目廉政责任体系、权责一致的防控体系和监管网络。
