为加快工业强县步伐，2008年1月县委、县政府批准成立南郑县梁山工业园区，责成园区规划建设协调领导小组牵头，县计划局、经贸局等11个部门和梁山镇政府参加，做好园区规划建设的实施工作。同年12月，《南郑县梁山工业园区控制性详细规划》通过评审后正式实施。为加快园区建设，县政府成立了由主管工业的副县长任主任，国土、城建、财政、计划、经贸、非公等部门和梁山镇党政主要领导为副主任的园区管理委员会及办公室；2009年3月，园区经省发改、国土、建设、财政、环保、中小企业局联审，报经省政府批准，被确定为“全省第一批重点建设的县域工业园区”。

2010年11月，县政府在调查研究的基础上，出台《梁山工业园区招商引资优惠办法》，通过园区制定的《梁山工业园区入园企业管理办法》，同时投入2000万元注册成立梁山工业园区建设投资开发公司，加快了园区开发建设的步伐。
，分为建材产业园、新型建材园、文化旅游观光园和生活保障园四个组团。因后两个组团被纳入汉中滨江新区规划，实际可利用土地约2平方公里。2008年，园区报批土地1438亩（其中工业用地996亩，基础设施用地442亩），二轮土地规划修编调整土地规划500余亩
