一是坚决不移把城改作为推动地区城市化开展的大事要事。随着“百村城改〞方案的顺利实施，全区已完成82个村的整村拆迁，形成了一整套科学标准、有序高效的城改方法，群众受益城改、支持城改的气氛已经形成。下一步，全区要紧抓西安城市开展重心北移、行政中心北迁等重大历史机遇，坚决不移地把城改当作推动城市开展、完善城市功能、改善区域形象的大事要事抓紧抓好，把城中村改造作为推进地区城市化进程、推动科学开展的集中表达和历史抉择。
