第八条 地方各级人民政府应当对在人口与计划生育工作中作出显著成绩的单位和个人，给予表彰和奖励。
第二章 人口发展规划的制定与实施
第九条 县级以上地方各级人民政府编制本行政区域的人口发展规划，并根据人口发展规划，制定和组织实施人口与计划生育实施方案。
人口与计划生育实施方案应当规定控制人口数量，加强母婴保健，提高人口素质的具体措施。
第十条 县级以上地方人民政府计划生育行政部门负责实施本行政区域内人口与计划生育实施方案的日常工作。其他有关部门和单位应当在各自的职责范围内，提出人口与计划生育实施方案的落实措施，共同做好人口与计划生育工作。

第十一条 发展计划、计划生育、公安、劳动和社会保障、民政、教育、人事、统计、卫生等部门，应当相互提供有关人口数据，实行信息资源共享。
第十二条 计划生育、教育、卫生、新闻出版等部门应当组织开展人口与计划生育宣传教育。
报刊、广播、电视等大众传媒负有开展人口与计划生育的社会公益性宣传的义务。
第十三条 乡〔镇〕人民政府和城市街道办事处负责本管辖区域内的人口与计划生育工作，贯彻落实人口与计划生育实施方案。
乡〔镇〕人民政府和城市街道办事处应当按照有关规定设立计划生育办公室，配备计划生育工作人员。
第十四条 村〔居〕民委员会应当依法做好人口与计划生育工作，将人口与计划生育工作纳入村〔居〕民自治内容，及时公布具体落实方案，接受村〔居〕民的监督。
村〔居〕民委员会应当有负责管理人口与计划生育工作的专〔兼〕职人员。
第十五条 机关、团体、事业单位应当明确一名负责人，主管本单位的人口与计划生育工作；企业的人口与计划生育工作，实行法定代表人或者企业负责人负责制。机关、团体、企业事业单位在人口与计划生育方面的主要职责是：
