6．合理规划义务教育学校布局，新农村建设、城区改造、新城建设按规定配建中小学。
（1）合理规划、设置公办学校，民办学校纳入区域学校布局统一规划，满足适龄儿童、少年就近入学的需要。
（2）按照教育部“逐步实现义务教育与非义务教育学校的分离” 的要求规划并促进所有义务教育学校独立办学、均衡发展。
（3）新农村建设、城区改造、新城建设按规定配建符合《江苏省义务教育学校现代化办学标准》的中小学，并交教育部门办学。
