第六条 规划区域
规划区域为县（市、区）行政辖区，涵盖山上、山下可绿化国土。
第七条 规划目标
全省森林覆盖率达到63%；设区市、县（市、区）森林覆盖率达到赣府厅字［2006］95号文中明确的森林覆盖率；森林质量和绿化水平整体提高，建成层次多样、结构合理、功能完备的点、线、面相结合国土绿化体系和集约经营、结构合理、富有活力的林业产业体系。
㈠到2010年底，全省森林覆盖率达到63%。山上绿化成效巩固提高，山下绿化水平显著提高。

⑴因雨雪冰冻灾害损毁林分（林地）基本完成恢复造林；火烧迹地、采伐迹地及时更新，宜林荒山基本绿化。
⑵设市城市和县城建成区绿化覆盖率分别达到40%和35%，绿地率分别达到36%和30%，人均公共绿地面积达到10平方米。
⑶乡镇所在地绿化覆盖率达到15%以上，绿地率达到10%以上，人均公共绿地面积达到3平方米。
⑷农村自然村庄和路沟渠基本绿化，建设高效的农田防护林带，实现农田林网控制率85%以上。
⑸已建和新建高速公路、铁路两侧绿化率达到85%以上，国省道干线两侧绿化率达到80%，县乡公路两侧绿化率达到80%，江河堤防、灌区渠道两侧绿化率达到80%。
⑹工业园区绿化覆盖率达到35%以上，园区内裸露地基本得到绿化；各类废弃矿山、矿渣、尾砂（矿）区基本复绿。
㈡到2012年，绿化水平得到进一步提高，基本建成层次多样、结构合理、功能完备，点、线、面相结合的国土绿化体系，生态状况整体步入良性循环。
城镇绿化覆盖率稳中有升，绿化品味进一步提高，建立起树种搭配合理、绿化层次丰富的绿地系统；乡村绿化明显改善；铁路、公路、河渠堤坝两侧基本建成高水平的绿化带；工业园区全面绿化，矿山环境得到综合治理。

山上（林地）部分：雨雪冰冻受灾严重林地，采伐迹地，火烧迹地、宜林荒山、部分稀疏林地，矿区等。
