通过全方位、多层次、一体化的“双语〞强化培训措施，用今明两年时间，县直部门单位、乡镇〔场〕、社区汉族干部能够用维吾尔语与群众直接交流；少数民族干部能够阅读通俗的汉文资料，具备一般的汉文字书写能力。今年“双语〞较差的基层干部“双语〞考试合格率到达70%以上，明年所有基层干部“双语〞合格率到达100%。
三、根本原那么
1、强化培训与自学相结合的原那么。坚持以需求为导向，针对基层干部“双语〞水平现状，坚持分类培训，差的进行强化培训，中上水平以自学为主，不断增强“双语〞学****培训整体推进。
2、全员与重点相结合的原那么。坚持以乡镇〔场〕、社区干部“双语〞培训为重点，以抓好领导干部的学****为龙头，推动全县各级各领域干部的“双语〞培训。
3、培训与使用相结合的原那么。以“双语〞水平提高增素质为重点，增强“双语〞培训的针对性和实效性，激发干部学****的内在动力和潜能，双语水平上下直接同干部选拔任用挂钩。
4、继承与创新相结合的原那么。继承和发扬我县多年来干部“双语〞培训工作的优良传统和成功经验，处理好继承与开展的关系，积极推进干部
