拟订全区司法行政系统法制宣传教育规划并组织实施；指导全区的普法依法治理工作；负责检查、考核、验收全区机关企业事业单位的普法依法治理工作；负责全区司法行政系统及本局的法制宣传报道工作。
〔四〕人民调解办公室
指导和管理全区人民调解工作，指导各调解组织开展民间矛盾纠纷排查活动；指导、协调、处理全区重大疑难矛盾纠纷调处工作；负责全区人民调解组织、人民调解员的培训工作。
〔五〕安置帮教办公室
制定全区刑满释放人员和解除劳动教养人员的安置帮教工作方案；牵头组织有关单位和基层组织开展安置帮教工作；指导、管理对安置帮教人员的教育和帮助工作，协助监狱劳教部门做好监所内的帮教工作。
〔六〕法律援助中心
贯彻执行上级有关法律援助工作的方针、政策、法律、法规，研究拟订适合全区特点的法律援助制度、规定，管理、协调、监督全区法律援助工作；负责受理、审查法律援助申请，指派律师为符合法律援助条件的公民提供法律援助；管理、指导“148〞法律效劳专线工作。
