[摘要]：在构建和谐社会的新时代背景下，建设开展型公共关系必须以公众关系为公关学的逻辑起点、以和谐为公关的永恒主题、以沟通协调为公关开展的关键、以开展为公关的第一-要务。在科学开展观指导下，统筹处理公关主体、客体、中介、环境的相互关系，坚持以公众为本，推动公关事业的开展。
