序 言
生物资源是人类财富的巨大宝库，是生物技术创新和产业开展的根底。以生物多样性和生物技术为核心的生物经济是以解决人的生存与生活质量为出发点和最终目标的生命经济。生物产业是以再生性生物资源为主要原料，市场需求规模巨大，能源需求较少，污染性低，产业链条长，有很强的渗透性、带动性和高成长性，具备知识经济和循环经济的双重特征，是创造绿色GDP的“领航产业〞。随着生命科学研究和生物技术创新取得重大突破，生物技术开始进入大规模产业化阶段，世界性的生物科技革命正在形成，人类将进入生物经济时代。为“决胜生物经济〞，兴旺国家政府纷纷调整机制、加大政府预算、鼓励社会投入，加速本国生物产业的开展，力争在未来的国际竞争中抢占产业制高点。
生物产业是关系国计民生的战略性新兴产业，“十一五〞以至今后20年，将是我国生物产业开展的重要战略机遇期。我国对生物产业的开展高度重视，在?中共中央关于制定国民经济和社会开展第十一个五年方案的建议?中指出：生物产业，要充分发挥我国特有的资源优势和技术优势，面向健康、农业、环保和材料等领域的重大需求，努力实现关键技术和重要产品研制的新突破。在?国家中长期科学和技术开展规划纲要〔2022-2022年〕?中，也明确提出我国将把生物产业作为一个战略新兴产业来培育。国家“十一五〞高技术产业规划明确提出：“‘十一五’期间要将我国建成生物产业大国〞。
