二、格式、内容及写作方法
不起诉决定书由以下几局部组成：
(一)首部
在文书顶端正中分两行书写检察机关名称和文书种类。

在标题右下方写上：“(年度)×检刑不诉字第×号〞。
同起诉书中被起诉人根本情况。
包括姓名、单位和通信地址。
(1)如果是公安机关侦查终结的案件，应写明被不起诉人姓名、案由、案件来源。如“犯罪嫌疑人×××抢夺一案，由××公安局侦查终结移送本院审查起诉。
(2)如果是本院侦查终结的案件，应写明被不起诉人姓名、案由及案件来源。如“犯罪嫌疑人×××***一案，由本院侦查终结〞。
(3)如果属于上级检察机关移送起诉的案件或者因审判管辖变更而由同级人民法院移送审查起诉的案件，在写这局部内容时，要将案件移送过程写清楚。如“犯罪嫌
