〔一〕对党建重要性认识不够，局部党员党性观念淡薄。虽然近年来党的建设已得到明显的加强，但仍然不能排除从党员领导干部到一般党员都不同程度地存在着对党员队伍建设重要性的认识不高。一些基层党组织虽然开展了一些活动，做了一些工作，但仍存在着思路不宽、方法不多、形式单一、内容枯燥、缺乏针对性，搞形式走过场的情形不同程度地存在着；有些基层党组织片面强调经济工作和业务工作忙，疏于对党员的教育管理，存在着一忙就忘，一挤就让，被动适从，随意性较大的现象；还有局部党员党性观念淡薄，在市场经济的大环境下，受经济利益的驱动，宗旨意识、理想信念发生了动摇，存在老党员忙家务、年轻党员自顾自的现象。
〔二〕党员老龄化、流动党员管理问题突出，活动开展难。传统的党员管理方法与模式已经无法适应新形势开展的需要，在党员管理上普遍存在着三难现象。一是流动党员管理难。据初步统计，近年来党员队伍的流动性不断增大，每年都有大量党员外出从商或者离乡打工，有的外出期间无法参加组织生活，无法参加党性实践活动，有的甚至几年都见不到面。对其的管理、教育出现真空。分析来看，流动党员存在着低龄化、高素质化的特点。
