(七) 保安负荷指用于保障用电场所人身与财产安全所需的电力负荷。一般认为，断电后会造成以下后果之一的，为保安负荷：
1．直接引发人身伤亡的；

4．将引起重大生产设备损坏的；
5．将引起较大范围社会秩序混乱或在政治上产生严重影响的。
