工商、价格、质量技术监督、人口和计划生育等有关行政部门，按照各自职责做好医疗机构药品和医疗器械使用的相关管理工作。
第六条 医疗机构主要负责人对本单位药品和医疗器械的使用负全面责任。
医疗机构应当根据其规模和管理需要，设置药品、医疗器械管理组织或者配备管理人员，建立管理制度，明确并落实职责。
第二章 药品、医疗器械的采购与储存
第七条 医疗机构应当建立药品、医疗器械进货查验制度,对相关证明文件进行查验：
（一）从药品、医疗器械生产企业首次采购药品、医疗器械的，应当查验《药品生产许可证》、药品批准证明文件或者《医疗器械生产企业许可证》、医疗器械产品注册证书；

（二）从药品批发企业、医疗器械经营企业首次采购药品、医疗器械的，应当查验《药品经营许可证》、药品批准证明文件或者《医疗器械经营企业许可证》、医疗器械产品注册证书；
（三）采购进口药品，应当查验药品进口批准证明文件和进口检验质量报告书；采购进口医疗器械，应当查验医疗器械进口注册证书，有进口质量检验要求的，应当同时查验进口检验质量报告书。
第八条 医疗机构对购进的药品和医疗器械应当逐批进行验收，并作记录。
医疗机构接受捐助、赠送药品和医疗器械，从其他医疗机构调入急救需要药品和医疗器械，或者从药品零售企业直接购进急救需要药品的，应当按照前款规定进行验收，并作记录。
第九条 药品验收记录应当包括药品通用名称、规格、批号、有效期、生产厂商、供货单位、购货数量、购进价格、购货日期、验收日期、验收结论等内容。
