，工业生产总值5亿元。于稀土工业园西北部红江村及位于稀土工业园南部的策武乡附近布局居住用地。结合未来麻陂规划新火车客货运站集中设置仓储物流区。结合策武乡发展现状布置公共服务中心，布置福建龙岩稀土工业园管委会，并设置公安、环保、安全、工商、税务等职能单位派出或办事机构建设一站式综合行政办公服务中心。

远期规划总人口约47720万人。

本次规划年限为：近期：2009－2015年；远期：2015－2030年。
1. 规划结构与功能分区
福建龙岩稀土工业园规划形成“三轴一环，两心四区”的布局结构。
三轴：东西向一期策武大道发展轴、二期中心大道发展轴，南北向黄馆路发展轴。
一环：双边服务的外环路。
两心：策武公共服务中心、火车站综合服务中心。
五区：铁路站场综合服务区、东部红江居住区、北部精深加工片区、南部厦钨工业片区、西部稀土别离片区。
1. 相关基础设施规划
〔1〕道路
规划采用方格网状的道路系统，道路等级分为主干道、次干道、支路三级，其中主干道系统“两横一纵”。次干道、支路与快速路防止直接相连。工业区内次干道采用减小宽度和增加密度的方式，即缩小次干道宽度和路网间距，形成矩形网格，利于灵活划分街区和设置出入口。
