指导思想是充分利用原存量土地，合理整合现状资源，立足在原有根底上进行改造。同时科学合理的安排各项根底设施的用地和布局，推动全村各项事业协调持续的开展。
〔三〕规划原那么
    〔1〕适应社会主义新农村建设的需要，充分尊重现状，着眼于长远开展，使规划具有预见性、连续性和一定的应变能力。
    〔2〕规划要防止大拆大建，以增强规划的可操作性。
    〔3〕规划中心村的格局特别是公共设施的分布要充分尊重现状，发挥土地的效用，使中心村各项配套设施尽可能在现状根底上挖潜，防止重复投资。
    〔4〕节约用地，在满足建筑的日照、通风等条件下，尽量安排更多的居民到中心村生活，提高土地利用率。
〔四〕规划期限及规划范围
       本次规划规划期限为2022-2022年；村域规划范围为金字山村行政区划的国土范围，面积   km²；中心村规划范围为原平水乡集镇平水河以南的区域，。
