第七条 金牛借记卡按功能不同可分为普通借记卡和授信用信卡。授信用信卡包括富民一卡通、福农卡，是为有贷款需求的客户定制的专用卡。除了具备普通借记卡一切效劳功能以外，还可以通过预先授信，核定信用额度和期限，当持卡人有贷款需求时，在授信额度及期限内随用随贷，贷时起息。

第三章   组织管理
第八条   自治区联社职责：
〔一〕负责全区金牛借记卡业务管理。包括:卡片管理、用卡环境及渠道建设；
〔二〕负责制定金牛借记卡业务开展规划、年度方案并制定实施市场营销方案；
〔三〕负责拟订金牛借记卡业务的各项规章制度及操作流程；
〔四〕负责金牛借记卡产品的创新、设计；
〔五〕负责对旗县级法人机构进行业务指导和培训；
〔六〕负责指导旗县级法人机构进行自助效劳设备的营销布放和市场拓展；
〔七〕负责做好与中国银联等系统外单位相关业务的商洽拓展工作；
〔八〕负责金牛借记卡异常交易监控系统、卡种定制系统、惠民资金管理系统、pos管理平台等银行卡业务系统的研发、维护、升级等；
〔九〕负责对金牛借记卡异常大额交易进行监控，对监控到的异常交易账户进行临时锁定和解锁；
〔十〕负责联名卡的发行审批、业务管理和风险管理，定期对联名卡的业务运作进行检查，督导旗县级法人机构进行联名卡业务的评审；
〔十一〕负责对旗县级法人机构上报的ATM、POS过失确认凭证进行过失调账；
