第二章 扶贫资金的分配及扶贫工程的报批
第六条 制定资金分配方案的依据：国家下拨和自治区安排的所有扶贫资金，都要由自治区扶贫办具体负责，会商财政厅、计委和农业开展银行，根据各贫困旗县的贫困苏木乡镇、贫困嘎查村、贫困人口的数量，贫困程度，脱贫方案，扶贫工程，配套资金到位和资金使用效益以及资金回收等情况，提出资金分配方案，报自治区扶贫开发领导小组审查通过后下达执行。
第七条 资金投向：各项资金投向确实定要坚持统一规划、统筹安排、密切配合、保证重点、各有侧重的原那么，以便形成合力，发挥整体效益。
财政扶贫资金，主要用于改善贫困地区农牧业生产条件和根底设施建设。如农田草牧场水利建设、种植业、养殖业、人畜饮水、推广科学技术和农牧民技术培训等方面的工程。
以工代赈扶贫资金主要用于贫困地区的交通、农电、通讯、水利及根本农田等根底设施建设。公路建设以兴修旗县、苏木乡镇之间的公路和通往商品集散地、农贸市场的经济路为重点；通电以苏木乡镇、嘎查村的生产用电为主；通讯建设以旗县至苏木乡镇间的电话交换为主；水利及根本农田等根底建设要以小型水利工程建设、兴修旱涝保收的根本农田、水土保持和小流域治理、农村牧区人畜饮水工程、治沙造林和种树种果、草原建设和种草养畜等工程为重点。
