二、目标任务
当前，农业生产进入高本钱、高风险、资源环境约束趋紧的新阶段，实现农民收入倍增目标，必须立足实际，按照城乡一体化的要求，把提高农业综合生产能力、健全农业产业体系、促进农业人口城镇化有机统一起来，深入调整农业和农村经济结构，促进现代农业开展实现较大突破。
