一、资源支撑战略
凤阳拥有丰富的石英砂资源，资源是产业开展的根底，因此，首先加快石英砂资源的勘查工作，超前规划，摸清家底。其次优化开采规模结构、产品结构、上下游比重结构等。提高资源利用效率，降低矿山企业资源消耗水平，取缔落后生产方式，由粗放式开发利用资源，向集约开发、节约资源和有效提高资源利用率的跨越式消费方式转变，不断提高单位能源、原料的国民经济产出率，提高产品的技术含量和附加值。
另外，可以通过独特的矿山资源的股权创新合作模式，作为未来开展重大工程资源支撑，确保以稳定的资源供给支撑当地经济的可持续开展。
二、政策引导战略
政府应把握产业开展的趋势与方向，及时因地制宜制定产业政策，制定产业开展重点，创造鼓励技术创新的政策环境，对政府鼓励开展的产业，放在优先地位给予重点支持，并在政策上给予特定的优惠政策，通过政策导向效应，最终到达以市场为取向，企业为主体，技术进步为支撑，优化和调整产业结构目的。
