Strengthening the honesty and self-discipline of医师人数在50人以上的预防、保健机构〔含其分支机构〕的医师定期考核工作由本机构负责。各县不到100张床位和不设床位的医疗机构的医师定期考核工作由各县卫生局委托符合条件的医疗机构或具有健全组织的医疗卫生行业、学术组织承当，并接受委托机关的监督和指导。全市医师人数不到50人的预防、保健机构和市区不到100张床位和不设床位的医疗机构的医师定期考核工作由市卫生局委托市卫生监督所、市医学情报所、市人民医院、市中医医院、市疾控中心联合考核，上述考核机构接受市卫生局的监督和指导。采供血机构医师定期考核工作由卫生厅委托符合条件的相应医疗机构承当〔见附件4〕。

三、考核对象和时限
考核对象为依法取得医师资格，并经注册在医疗、预防、保健机构中的执业医师和执业助理医师。医师类别为临床、中医〔包括中医、民族医、中西医结合〕、口腔和公共卫生。
医师定期考核每两年为一周期。在考核周期内，拟变更执业地点或有?执业医师法?第三十七条所列情形之一但未被撤消执业证书的医师，应当由其所在医疗、预防、保健机构向考核机构提出进行提前考核。医师在考核周期内无正当理由不参加考核的认定为考核不合格。2007年12月1日开始启动全市医师定期考核工作，对2005年12月31日以前注册的执业医师和执业助理医师近两年内的执业情况进行考核。以后每年对执业注册满两年的医师进行考核的时间，一般在本考核年度的12月开始，至次年的2月底前完成，3月底前考核机构将?医师定期考核结果登记表?〔样式见附件6〕，报送至相应注册机关和被考核医师执业所在机构，并将考核结果书面通知其本人〔通知书样式见附件7〕。各县卫生局每年5月21日前将上一年度本级注册的医师定期考核报表〔见附件8〕汇总上报到我局医政科。
四、考核内容和标准
考核内容包括工作成绩、职业道德和业务水平三项。对从事母婴保健工作医师的考核还应包括?母婴保健法?及其实施方法规定的考核内容。业务水平考核应根据执业医师的级别、类别和专业区别对待，重点测评法律法规和“三基〞〔根本知识、根本理论和根本技能〕，以及学****和掌握新知识、新理论、新技术和新方法的能力。对三项考核的具体内容我局将在下半年制定考核实施细那么及考核标准下发。
